TRAINING EXPANSION PROJECT
Lane Workforce Partnership has a contract with Lane Community College to expand existing high-wage/high-demand occupation training and create accelerated programs in these areas.  The total contract amount is $889,370.

Lane Community College will expand and accelerate programs in the following occupational areas:

  • Health care
  • Clean/green technology
  • Manufacturing/welding—general skills
  • Basic computer skills

The project includes four primary aspects:

  1. Program coordination for 200 low-income adults & 300 dislocated workers
  2. Nursing program expansion for 8 participants
  3. Adult work experience and internships for 100 participants
  4. Accelerated 3-Strand Energy Management Courses for 200 participants

Program Coordination

The program coordinator for this project is responsible for identifying and recruiting 200 low-income adults and 300 dislocated workers who will benefit by participating in this program.  The coordinator works with participants to identify a career pathway in a high-wage/high-growth career and connects participants with the new training options offered through this program.

Nursing Program Expansion

Capacity of the Nursing Program will be increased by one additional nurse for the 2009-10 academic year.  This will expand the program and will allow 8 additional nursing students to be admitted into the two-year program.  The cohort of 8 students will meet low-income and/or dislocated worker eligibility guidelines. 

Registered Nurses are in high demand and current wage rates range from $20 - $46 per hour.  Increasing the capacity of the Nursing Program is timely in order to meet the demand for Registered Nurses in the region, especially with the anticipated opening of a new psychiatric hospital in 2013.

Adult Work Experience and Internships

Over 100 paid internships for low-income adults and dislocated workers will be created.  The work experiences and internships are tied to basic technical skill development in high-demand and high-wage professions.

Accelerated 3-Strand Energy Management Courses

A three-strand training program within the green-tech/clean-tech industry pathway will be developed.  This accelerated program is designed to help put dislocated workers back to work within the high-demand energy industry sector and to introduce low-income adults to this sector.  The three strands and their associated careers or jobs are:

  • Energy Efficiency - Energy efficiency in residential and commercial settings is one of the greatest needs locally and nationally.  The following trainings will be provided through this strand:
    •  Residential weatherization installer training.  This one-week course will provide workers with intensive hands-on weatherization training to perform basic weatherization of buildings.
    • Residential energy auditor training.  This second-level three-week sequence trains workers in building, equipment, and appliance diagnostics to conduct energy audits to improve performance of residential buildings.
    • Commercial energy auditors.  This third-level sequence in the pathway involves extensive classroom and field training to provide unemployed skilled workers with the additional tools and analysis to conduct audits and develop plans for energy efficiency in commercial settings.  Training duration: 3–6 months.
  • Renewable Energy Systems Installation and Design - The renewable energy systems strand provides trained journey-level electricians and plumbers with refresher training specifically to install renewable energy systems.  Providing this additional refresher training, directly and quickly responds to the growth in renewable installations, as electricians and plumbers are qualified to install their respective renewable systems.
    • Photovoltaic system installation and design.  Three-day refresher course for electricians who meet the adult and/or dislocated worker eligibility guidelines.
    • Solar thermal system installation and design.  Three-day refresher course for electricians who meet the adult and/or dislocated worker eligibility guidelines.
  • Green Construction - The green construction strand enables trades and construction workers to learn practices of green construction in building design and construction.  This six-month course provides general building contractors with instruction in making the built environment “greener.”

 TRAINING SCHOLARSHIPS

The contract with Lane Community College includes an additional $383,875 to be used for individual training scholarships for low-income adults and laid off workers. 

Scholarships are targeted to high-growth/high-wage occupations.  Emphasis is given to training in health care, manufacturing, software/computer system design, bio-medical and clean technology.
